In most cases, both an import license and a cargo clearance permit are necessary. As an importer, you must apply for the import license beforehand. Once granted, you can proceed with arranging the transportation of goods into your destination country. Upon arrival, your customs broker will declare the goods to customs, referencing the obtained import license, and the cargo clearance permit will then be approved.
